The Golden Rule Services (GRS) honored founder and executive director Clarmundo Sullivan with a formal resolution presented by Maggy Krell of the California State Assembly. The document, adopted Oct. 1, recognizes Sullivan’s more than 25 years of service providing HIV, STI and hepatitis‐C education, testing and care to underserved Black, Latino, LGBTQ+ and low-income populations across Sacramento County.

Assemblymember Krell, a former prosecutor and advocate for survivors of human trafficking, has represented California’s 6th Assembly District since 2024. She earned acclaim for dismantling a major online trafficking network as a deputy attorney general and later served as chief legal counsel for Planned Parenthood Affiliates of California. Her tenure in the Assembly focuses on public safety, reproductive rights and equity for vulnerable communities.

GRS, founded in 2000 in response to racial and health disparities among BIPOC communities, delivers free rapid HIV and HCV testing, PrEP navigation, outreach in bars and online chatrooms, and non-medical case management for those living with HIV. Its mobile testing unit and culturally competent services have been credited with reducing new infections and improving access to care in Sacramento County.

With the resolution in hand, Sullivan said he remains committed to expanding GRS’ reach and strengthening its mission: “To resolve health, education, employment and criminal-justice disparities within BIPOC communities.”
